The following letter will be delivered to Katy I.S.D. administrators on Tuesday, January 20. That is the first business day following the District’s observance of the Martin Luther King holiday.

As the letter notes, this is not a request made pursuant to the public information request. It is a formal request to interview key administrators that are addressed. The letter will also be delivered to Steve Stanford, an official of the communications department of the District.

Alton Frailey, Superintendent of Katy I.S.D.
Rusty Dowling, Athletic Director of Katy I.S.D.

Dear Mr. Frailey:

This letter serves as my formal request asking you to conduct an on-the-record interview with me in my role as publisher of George Scott Reports.  Moreover, I am asking that you give Athletic Director Rusty Dowling permission to interview with me as well.

I will tape record all interviews.  The District would be encouraged to tape the interviews as well.  I would like to interview Mr. Dowling separately from you regarding the District’s reporting of home attendance at football games played at Rhodes Stadium.  I would also ask him questions about the committee process that he has led involving research into the possibility of including a new stadium complex in the District’s next bond issue.

I have previously requested an interview with you on matters involving training for classroom teachers.  I would include questions on this issue during this same interview.

Further, I am requesting that you set the interviews with all officials on Friday, January 30, 2009.  Since this is not a letter sent to you pursuant to the Public Information Act of Texas, you have the flexibility of a prompt response. You simply ignored my earlier requests for interviews with you and key officials.

I cannot make you interview with me.  However, it seems reasonable to expect an answer.
