Alton Frailey’s and Joe Adams’ KISD Tax Contract Nightmare: You Want Answers So I Have Questions; Follow Questions For Some Insight Into What’s Going On Behind The Scenes

Alton Frailey’s efforts to privatize the current tax collections of Katy I.S.D. to the winner of a selection process for the delinquent tax attorney has turned into a public relations nightmare for his Center of Truth operatives and defenders of the Truth on his school board.

Board members Dr. Bill Proctor and Terry Huckaby have definitely upset the apple cart of Commander in Chief Frailey’s plans to make a smooth transition.  After all,  Katy I.S.D. Board President Joe Adams generally isn’t worth a bucket of warm spit, but he sure has a decades-long experience of being a blocker for whatever his superintendent tells him he wants.  Why wouldn’t the superintendent’s desires been stamped approved on arrival this time if past were prologue?

In short, the voters of Katy I.S.D. made a dastardly decision last time.  They sent incumbent board members packing and put what they thought were three reformers on the board to change the culture of the school board itself. What the voters got were two genuine refomers in Proctor and Huckaby.

Citizens in Katy I.S.D. are left wondering, what’s going on behind the scenes.  The answer is that I don’t have definitive knowledge.  If I did, I would write it.  However, follow these questions for insight.  Perhaps one day, we’ll have the answers. Here’s a link to my earlier column that gives a little more background.  So, here are the questions:

  1. Did the Request for Proposal (RFP) submitted by the Perdue law firm contain some reference to Goose Creek I.S.D. or the Goose Creek I.S.D. tax office?
  2. Did an employee, perhaps an attorney, with the Linebarger law firm contact an employee of Goose Creek I.S.D. or the Goose Creek I.S.D. tax office questioning their role in the Perdue law firm’s RFP?
  3. Did the confronted employee of the Goose Creek I.S.D. communicate in writing with an official of the Perdue law firm about the circumstances of any such contact  the Linebarger law firm may have made with the Goose Creek I.S.D. employee?
  4. If the answers to Question 1 and Question 2 are yes, then how did anyone with Linebarger learn of any aspect of the Perdue RFP since the RFP’s of each law firm were supposedly held private during the review process?
  5. Did either Proctor or Huckaby or both become aware of what they thought might have been a breach in the RFP process?
  6. If the answer to Question 5 is yes, then did either Proctor or Huckaby or both pursue the matter in what they believed was their due diligence responsibilities to taxpayers?
  7. As a result of the circumstances that may be represented by Questions 1-6, has the crap hit the fan at Alton Frailey’s Center of Truth?

    The problems with the Linebarger firm should prevent them from being considered in any future services for Katy ISD.

    Why would Frailey, Fox, Adams, and Howard want to continue this mess with Linebarger? Where there is smoke and lawsuits, there is fire and court proceedings which the trustees know about.

    Wish all of them were posted somewhere for all to see. The facts cannot be altered, but the old BOTs and Frailey keep sticking their heads in the sand.

    Denial is a safe place for some.
